Subnautica 2 players, do not scan the ocean twice. In Subnautica 2, regular scans will not unlock Biomods. You need the Bioscanner first, and old scans will not count later. Find the Bioscanner at the Cicada Wreck EVA Prep near the Alien Ruins.
